The programme’s rollout was a dynamic affair, with each partner country adding its unique flavor. Here’s a glimpse into how various regions tailored the CLP to fit their needs:
Ireland: The CLP aligned seamlessly with national and local climate action plans. Leaders delved into emissions studies, sectoral reductions, and strategies to hit 2030 and 2050 targets. The focus on emerging leaders and detailed topics like biogas and photovoltaics reflects Ireland’s commitment to deepening climate action at both local and national levels.
Slovenia: Facing the aftermath of extreme floods in August 2023, Slovenia’s CLP pivoted to include adaptation strategies. Workshops and bilateral meetings with municipalities helped develop 7 new Climate Neutrality Roadmaps, emphasizing emission reduction, energy efficiency, and adaptation to climate impacts.
France: In France, the CLP rollout was all about collaboration and resource-sharing. With a focus on both current and emerging leaders, France organized workshops and site visits to foster knowledge exchange and practical application of climate strategies, resulting in 8 new roadmaps.
Austria: Austria integrated the CLP into its established training framework, offering a mix of half-day courses, information events, and intensive three-day workshops. These sessions covered everything from regulatory aspects to energy efficiency, equipping 25 new climate leaders with the tools to drive local energy transitions.
Spain: Spain’s approach involved a mix of bilateral meetings and online workshops. The focus was on practical implementation, such as energy efficiency measures and financing options. The rollout produced 14 new roadmaps, with leaders actively engaging in detailed discussions on climate neutrality.
Croatia: Croatia’s CLP rollout featured a series of workshops that explored climate science, finance, and strategic planning. The addition of green infrastructure discussions, supported by the GreenScape CE project, provided a fresh perspective on integrating environmental considerations into urban planning.
Sweden: Sweden’s CLP rollout combined in-person meetings with high-profile guest lectures and practical workshops. With a focus on communication and technical training, Sweden’s programme not only educated but inspired leaders, fostering a collaborative environment for developing Climate Neutrality Roadmaps.

From adding specific topics like biogas in Ireland to focusing on adaptation in Slovenia, the programme’s flexibility allowed it to address the unique needs and challenges of each country.
The REMARKABLE Climate Leadership Programme has laid a strong foundation for future success, exceeding participation targets with 88 leaders in the pilot and 173 in the rollout. This engaging initiative not only equipped climate leaders with essential skills but also produced 62 Climate Neutrality Roadmaps tailored to local needs. To build on this momentum, future iterations should emphasize educational materials, dynamic speakers, and timely topics while fostering supportive environments for meaningful discussions. By integrating participant feedback and refining content, the CLP can inspire even more local heroes to drive climate action and achieve ambitious climate neutrality goals across Europe.
REMARKABLE Climate Leaders will build new leadership capacity across Europe through a Climate Leadership Programme designed with and for climate leaders. Through a people-centred approach, Regional Energy Agencies will support leaders of public authorities and communities in implementing transformational roadmaps and innovative solutions to achieve climate neutrality.
